PROPOSAL FOR TAXATION ON DEFAMATION, FALSE ACCUSATION & VERBAL ABUSE
I believe it is time for authorities to implement a tax or financial levy on proven instances of false accusations, defamation, and verbal abuse. Since these actions currently carry no initial financial cost or immediate penalty, bullies and aggressors feel they have free permission to constantly defame and verbally abuse their victims without fear of punishment.
While I am aware that Canada has rules and laws against mischief , unsubstantiated accusations, and bullying, the unfortunate reality is that authorities often expect victims to bear the entire burden of proof. Because these actions are often "free of charge" and difficult to trace definitively, perpetrators abuse their victims and then simply move on with their lives as if nothing happened.
Authorities, meanwhile, wait for victims to do all the work. If the victims cannot meet this high burden of proof—which, I believe, happens in the majority of cases—they are often questioned and doubted, while the aggressors face no consequences.
Therefore, since the current penalty only applies at the time of a proven offense, I propose that the government institute a tax or financial penalty on acts of harassment such as definition, verbal abuse and bullies' theories base accusations .
This measure would not only help to supplement the country's budget but, more importantly, might serve as a powerful deterrent to this constant abushe.
